Y'see, the moment Scott's wish was granted to become supreme dictator of Earth, the precise moment that Scott sat on his throne and made his first declaration...he was assassinated by American rebels. Darn!

As for Earth itself, it quickly re-established all 250+ nations that it was before Scott somehow conquered the entire planet, and went on like it normally does, with no Scott to screw it up.
